The Court has no express language granting it the authority to set aside, modify or amend any prior approval of a District Court judgment permitting a prisoner to file a petition for federal habeas relief. Habeas Corpus petitions filed under 28 U.S.C. Section 2254 in the United States District Courts must be filed in the judicial district where the state court petitioner is imprisoned.
